Atlassian Cloud Migrations can be really tough.  With the recent announcement of the Data Center End of Life, the clock is ticking for complex Atlassian estates across the market.  As much as the standard xCMA-based approach can work well for smaller or simpler instances, the Data Center landscape contains many more complicated, large instances than have been migrated in the past.  At these scales, the cracks in the naive approach begin to show.
